Born in Çanakkale in 1965, Prof. Uslan graduated from Gazi University, Faculty of Engineering, Department of Mechanical Engineering in 1988. He received his MSc. in 1993 and PhD degree in 1999 at the same university. During his PhD studies, he worked as a visiting researcher at the University of Manchester Institute of Science and Technology (UMIST) for six months between 1996 and 1997. He worked as a research assistant between 1989 and 2003. After that he is signed as assistant professor 2003-2006 in the Department of Mechanical Engineering at Gazi University. He was appointed as associate professor in 2006 and took professor title in 2012. He has served as vice-chairperson, member of the faculty board, and vice-president of the same university.

During his editorship, the Journal of the Faculty of Engineering and Architecture of Gazi University has been included in the SCI database. He served as a member of organization committee at several international conferences and also served as a member, vice-chairperson, and the chair of the administrative board of the Turkish Powder Metallurgy Association for several periods. In his supervision, five PhD theses and more than ten MSc. theses have been successfully completed. He served as manager and researcher in twenty-five national and international projects. He has reviewed nearly 150 R&D and industrial projects. In addition to his undergraduate and graduate courses at Gazi University, he has given lectures at Başkent University for various periods and at TOBB University of Economics and Technology for seven years.He was appointed as the Rector of Gazi University between 2016 and 2020. During his rectorship period; Gazi University became one of the top ten Research Universities, Aircraft Technology program was opened within TUSAŞ-Kazan Vocational School to meet TUSAŞ's technical personnel needs, Gazi University became one of the four universities that are partners of ASELSAN Academy Graduate Program, Technology Development Zone TeknoHAB, of which SSB, TUSAŞ, ASELSAN and Gazi University are the founding partners and shareholders, was established within the borders of the Ankara Aerospace Specialized Industrial Zone. Prof. Uslan, who also served as the Rector of Ankara Hacı Bayram Veli University temporarily for three months, in 2018, served as an Audit Board Member of the Council of Higher Education between December 2021 and September 18^th 2023. PhD. İbrahim Uslan is married and father of two children.

He has been a Member of the Board of Directors of the Turkish Aerospace and continue his duty since September 19th, 2023.
