Born in Ankara in 1971, Uçar graduated from Ankara Science High School in 1988 and from the Department of Aerospace Engineering at Middle East Technical University in 1993. He completed his master's degree in Computational Fluid Dynamics at the Department of Mechanical Engineering at Middle East Technical University. He started working at the Presidency of Defense Industries (Undersecretariat) in 1994.
Since 1994, he has served as Project Manager in the Defense Industries Presidency's Aviation and Aircraft Departments for projects such as Peace Eagle (Airborne Early Warning and Control Aircraft), Joint Strike Fighter (F-35), A400M, C-130 Modernization, Meltem-2, Meltem-3, T-38 Modernization, and F-5 Modernization; as Branch Manager of Process Management in the Procurement Management Department; as Branch Manager of Advanced Materials, Destruction, Energy, and Propulsion Projects in the R&D and Technology Management Department; and as Branch Manager of Budget and Fund Management in the Strategy Development Department.
He served as a Supervisory Board Member at Teknopark Istanbul, and as a Board Member at Defense Industry Technologies Inc. (SSTEK) and Airport Operations and Aviation Industries Inc. (HEAŞ). He is currently serving as Deputy Chairman at the Presidency of Defense Industries.
Gökhan UÇAR is married and has one child. As of May 13, 2022, he continues to serve as a Board Member at Turkish Aerospace Industries Inc. (TAI).
